Mustafa TUFAN
Freelance Veterinarian

Graduated as a Veterinarian from Fırat University Faculty of Veterinary Medicine in 1983. After working as a Freelance Veterinarian for eight months, he started to work at the Ministry of Agriculture and Rural Affairs. In 1988, he received Veterinary Epidemiology and Economics Training in the USA for five months. In 1993, he completed his specialization training in Epidemiology in England and Virology in Ankara. He speaks good English.

1993-1998, as a “Specialist Veterinarian”, he worked and conducted research with two foreign experts in the Turkish-German Technical Cooperation (gtz) “Animal Health Information System” project at the Ministry for 5 years.

1999 – 2001, he carried out three European Union and United Nations Food and Agriculture Organization (UN-FAO) Projects as “National Project Coordinator”. He contributed to many EU projects.

Representing the Ministry of Agriculture and Rural Affairs, both as an expert and as authorized on behalf of the Ministry, he represented the veterinary service in more than twenty countries at the country and abroad (USA, Germany, Afghanistan, Belgium, Bulgaria, Dubai, France, Palestine, Georgia, Netherlands, England, Ireland, Iran, Israel, Sweden, Italy, Cyprus, Lithuania, Hungary, Egypt, Norway, Syria, Greece) attended and contributed to many meetings, project activities and trainings.

He has experience in international relations, Project Preparation and Execution, Agriculture and Livestock Services, Education and Planning, Animal Health, Epidemiology, Food Control.

He prepared many professional reports, conducted technical feasibility studies, published a local magazine, and published articles in various magazines. He retired in January 2007 as the Director of the Epidemiology and Information Section.

He worked as a National Expert in the United Nations Food and Agriculture Organization (UN-FAO) and EU Projects in 2007-2008.

2010 – 2012, worked as an EU International Expert in EU Animal Health Development Phase 1 and Phase 2 Projects in Kabul, Afghanistan. He speaks Persian at an intermediate level.

March – December 2014, worked as an EU International Key Expert (KE2) in the Technical Assistance Project for the Preparation of Veterinary Strategy Document for the Turkish Veterinary Service supported by EU, Ankara

May 2019- July 2022, worked as EU Project Coordinator and Contact Person in the Technical Assistance Project on Control and Prevention of Lumpy Skin Disease Project for the Turkish Veterinary Service supported by EU, Ankara.

September 2021-March 2022, FAO National Veterinary Services Advisor, worked on the project of increasing the efficiency of sheep production to reduce greenhouse gas emission intensity, Ankara.

July 2021-ongoing, currently working as an EU International Key Expert (KE3) in the Technical Assistance to Improve Preparedness for Animal Disease Crises and Implementation of Food Safety Standards Project supported by EU, Nicosia, Cyprus.

As an Independent Educator and Expert; He provides training on EU projects regarding Project Preparation, Implementation and Management, takes part in EU project preparations and prepares feasibility reports on Agriculture and Livestock.

International relations; He has good English speaking, writing and listening, research, project, training and planning experience.

As an Expert and Administrator; He worked on behalf of the country, conducted many scientific researches and investigations, prepared reports, published a local magazine, and published articles in various magazines.

As an independent expert; He continues to work in the fields of epidemiology and virology and provides freelance consultancy services, Ankara, Turkey.
